IWR's November 2009 feature on "Bashing the bootleggers" sparked a broader debate among public interest groups and bloggers on whether public sector data should be given away free--on the basis that taxpayers are 'entitled' to use it. This debate was further stimulated by the government's announcement in December of a consultation into greater access to Ordnance Survey data.
